It's because anime is expensive to release in the UK, and the market is tiny compared to the US. Part of the reason we don't get many very long series released on DVD here (Manga are releasing Naruto Uncut from August, which I honestly never thought I'd see) is because as well as licensing costs, UK distributors have to pay for the material to be approved and assigned a certificate by the BBFC, who charge by the length of film they are presented with. This all adds up.
Distributors need to at least break even in order to continue releasing anime here, and because there's such a small market that means slapping a high price tag on the releases. If the market were to increase in size we might see a drop in the average price, but the first thing that needs to happen is for existing anime fans to support the industry instead of just downloading fansubs of licensed releases.
Look on the positive side, too: at least in the UK you're guaranteed 3-5 episodes of a TV series per DVD. A few volumes of Gantz were released in the US with only two episodes on them both (no change to the cost of the DVD), and I understand only a few episodes of Panda Z were released per DVD in the US - when you consider that Panda Z episodes are about five minutes long each, that's even worse (and the UK release is going to be much better value for money).
Plus, last time I was in HMV I saw something else on DVD that consisted of four episodes for £20 - its name was Doctor Who.
